Fall Preview: Appropriations Overview
The two-year budget deal that became law last month was supposed to make life easier for Congress this fall.
With the debt limit suspended and overall limits on discretionary spending now set, the thinking went, lawmakers could quickly pass appropriations bills and avoid another government shutdown.
But with barely three weeks left before the end of the fiscal year, little substantive progress has yet been made on the nuts and bolts of actually writing 12 spending bills that can pass in both chambers and be signed.
