States with the Most Regulatory Comments by Population

In this new infographic, we take a more in-depth look at the state data from our analysis of trends in regulatory comments report where we examined the comments submitted to government agencies over the last decade.

It's no surprise that the largest volume of comments came from the states with the most population. However, when we look at the number of comments coming from each state compared to its population count, we get a more interesting perspective.

We analyzed 71 million comments from 2009-2019 to find answer these questions:

• Which states submitted the most comments on federal regulations relative to their population size?
• What was the top regulation (besides net neutrality) in each state?
