2025 State Sessions Recap: The Busiest & Most Effective States

Discover which U.S. states passed the most legislation in 2025, which were most effective, and how party control shaped outcomes.

Stand for Health Freedom is a national advocacy organization operating at both the federal level and across 40 states, focusing on issues such as informed consent, parental rights, religious freedom, freedom of speech, and privacy.

The Challenge: Outdated Tools and Complex Tracking

With only four full-time staff and a network of state volunteers, the organization tracks roughly 1,000 bills each legislative session to support and advance its mission.

Before adopting PolicyNote, Stand for Health Freedom used an alternative solution to monitor legislation. However, the system was “incredibly hard to understand” and “not user-friendly,” says Bailey Kuykendoll, operations director at Stand for Health Freedom.

The team needed a modern, easy-to-use tool that could streamline bill tracking, reporting, and collaboration, especially given their small staff size and broad scope of work.

Now I don’t have questions about whether I got everything or what I’m missing.

The Solution: Streamlined Legislative Tracking with PolicyNote

Kuykendoll uses PolicyNote daily to quickly filter through large volumes of legislation with confidence. For instance, “Initially, I had over 200 bills on an issue, and by the time I was done using PolicyNote’s AI tools, I had a refined list of the 66 most relevant bills,” she shares. “Now I don’t have questions about whether I got everything or what I’m missing.”

The platform has allowed the organization to effectively demonstrate legislative momentum and grassroots support through its reporting features. “I created a report in PolicyNote on weather modification legislation and brought it to D.C., where I was able to clearly show what states are doing, how many bills passed, and the need for federal action,” Kuykendoll says.

These reports also help her provide transparency for donors and advocates. Clear, data-driven reports help her make a stronger case with lawmakers and supporters.

Compared to prior methods, Kuykendoll estimates saving 40 percent of the time spent tracking and reporting on legislation. “It’s a quicker process, and I don’t have to ask for help setting up,” she explains.

The Results: A Proactive, Intuitive Workflow

With the bandwidth PolicyNote provides, Kuykendoll can be proactive, not just reactive. Previously, her team typically opposed legislation, but PolicyNote helps her find legislation with a different angle so her team can champion bills. “PolicyNote has helped me discover opportunities I never would have seen otherwise, changing how we engage with policy,” she says.

Kuykendoll finds the AI chat feature invaluable. “The AI assistant is like having a legal expert on hand 24/7. I can ask the AI, ‘Am I seeing this right?’ and get reassurance. It’s really helpful for me to double-check and make sure I’m on the right path,” she shares. The intuitive, chat-based nature of the assistant makes the platform easy to use.

“The AI integration has helped me in so many ways, from drafting calls to action and emails to connecting policy dots I might have missed,” she says. “It’s truly a top-notch tool.”
