When government affairs teams modernize their policy intelligence systems through the use of software or tailored services, teams have reported efficiency improvements of up to 80 percent. These solutions have also provided teams with benefits that enable them to transform policy intelligence into value for their organization, allowing them to go beyond bill discovery and tracking to provide a deep understanding and rapid response to legislative and regulatory activity.

When considering the best tools for your government affairs team, there are a few key items to keep in mind as part of your evaluation:

  • Depth and breadth of policy sources
  • Efficient policy discovery and curation
  • Policy news and analysis
  • Strategic value delivery
  • Onboarding and customer support

Understanding these differences will help illuminate the distinctions between the companies and enable you to choose a solution that best suits your needs.

To understand where FiscalNote fits within the government affairs technology landscape, we’ve prepared a head-to-head comparison between PolicyNote, our flagship platform, and Quorum’s public affairs software.

FiscalNote

FiscalNote is a single source that provides solutions for local to global policy monitoring, news and analysis, PAC compliance, grassroots advocacy, and custom research and projects.

  • Depth and Breadth of Policy Data Sources: 100+ global jurisdictions, EU issue tracking, U.S. Federal, U.S. state, and U.S. local governments and school boards
  • Efficient Policy Discovery & Curation: AI-assisted search paired with human analysis, intelligent alerts, and similar bills
  • Policy News & Analysis: CQ News, AI summaries, AI assistant
  • Strategic Value Delivery: Purpose-built AI assistant skills, Custom Research Projects
  • Onboarding and Customer Support: Free onboarding and training, and a 97 percent customer satisfaction rate

Depth and Breadth of Policy Data Sources

With PolicyNote, government affairs professionals can have the confidence that they have the most comprehensive policy intelligence system in place. FiscalNote draws from thousands of sources to provide thorough coverage of 100 international jurisdictions, U.S. Federal, all 50 states, as well as 12,000+ local governments, and 4,000+ school districts.

Efficient Policy Discovery & Curation

FiscalNote’s flagship policy monitoring software, PolicyNote, offers flexibility in how users discover relevant policy. This is done through traditional keyword searches, as well as AI-assisted search that leverages machine learning to surface only the most relevant mentions of the issues you care about.

The natural language queries of AI-powered search understand the intent of your searches and get you to the right information faster, without the need for you to include every phrase or variation. For instance, searching for weight limit restrictions returns relevant policy in seconds, even if the document uses slightly different terms.

Furthermore, FiscalNote offers curation through a human-touch review, as experienced policy analysts sort through your policy results first and then share what’s truly relevant — filtering out irrelevant or routine documents that technically match your criteria but don’t require your attention. This distinct offering expands a team’s bandwidth and drives additional efficiency in monitoring policy.

Policy News & Analysis

The assistant provides summaries for every bill or policy document, which you can tailor to address the needs of any stakeholder to help them understand the latest developments and make decisions faster.

To help your team fully understand new policy proposals in context, PolicyNote provides focused congressional coverage and analysis via CQ, which helps you understand the impact of major legislation. CQ provides the fastest transcript delivery on the market and is the most comprehensive source for the reports published by the Congressional Research Service.

Strategic Value Delivery

PolicyNote’s built-in AI chat assistant helps you bridge the gap between understanding policy and driving business impact.

PolicyNote’s AI assistant has been purpose-built to accelerate your policy management tasks. The assistant is able to help draft legislation, position statements, fact sheets, custom reports, and policy responses. Producing quality first drafts in minutes, you’re able to easily refine and use them as part of your job.

If your organization would benefit from deeper insights about a policy, issue area, or stakeholders, FiscalNote has analysts available for custom research projects, such as assessing policy risks when entering new markets or jurisdictions, or other tailored analysis and insights.

Quorum

Here’s what former Quorum customers tell us about their software:

  • Policy Data Sources: Limited global and EU issue tracking; U.S. federal, U.S. state; and more limited U.S. local governments
  • Policy Discovery & Curation: Copilot search and AI summaries are available through bolt-on AI; it’s not built into the core platform
  • Policy News & Analysis: Axios Pro coverage of federal policy plus Health Care, Tech & Energy industries is available if you’re a subscriber
  • Strategic Value Delivery: Bolt-on copilots for PAC, Grassroots, and Document Analysis
  • Onboarding and Customer Support: Paid onboarding, Quorum School self-service training

Depth and Breadth of Policy Data Sources

Quorum offers U.S. Federal and state coverage. They are also able to provide coverage for around 9,750 local governments and 3,000+ school districts.

Globally, European Union legislation is available through Quorum, as well as limited international jurisdictions. However, customers tell us Quorum’s global policy coverage primarily consists of social monitoring.

Efficient Policy Discovery & Curation

AI Bill Tracking is available for all Quorum State and Quorum Federal customers and provides bill summaries and semantic search. It was added on to their legacy platform and is not built in.

Policy News & Analysis

Quorum partners with Axios for federal policy news, as well as providing access to an aggregation of tens of thousands of news sources. This includes local, state, national, and international topics. A separate subscription is required to access these features.

Strategic Value Delivery

Quorum’s Copilots allow users to explore the data in its platforms using natural language queries.

Onboarding and Customer Support

Quorum customers report they are often charges for new customers, including an additional fee for set-up and onboarding. They provide different levels of customer support based on price. Quorum’s School, their main support, is on-demand and self-service.

FiscalNote vs. Quorum

FiscalNote offers more extensive data sources for policy monitoring than Quorum. While Quorum provides similar access to U.S. federal and state legislation, globally it only tracks EU legislation and limited other international jurisdictions. FiscalNote’s coverage of 12,000 local governments and 4,000 U.S. school boards is also the most comprehensive monitoring solution available.

One notable differentiator is that FiscalNote is able to supplement its policy monitoring technology with a human analyst, a service customers tell us is not available with Quorum. FiscalNote’s policy analysts can provide a wide range of services, from curating policy alerts for you and delivering comprehensive executive summary-style reports to developing custom data visualizations or performing risk assessments.

When investing in policy tracking software, you should expect efficiency, comprehensive policy coverage, and real customer support. Which customers get from FiscalNote. Unfortunately, many Quorum customers discover they’re forced to sacrifice one of these essentials.
